‘New Wembley’

(Quintain Estates & Development)

Nigel worked for Quintain for nine years, and as Head of Planning led the company’s ambitious planning programme. He had particular responsibility for ‘New Wembley’, the mixed-use development of 85 acres surrounding the new National Stadium to create a new residential, leisure and retail district.

He was responsible for submitting applications and development plan representations and negotiating consents and s.106 agreements with key stakeholders, including the local authority (Brent) and the Mayor of London. Key achievements:

  • Secured outline planning permission for ‘Stage One’ (5.4m sq. ft., including 3,900 homes) and for the ‘North West Lands’ (1.6m sq. ft. including 1,500 homes and a retail street focused on a new Civic Centre).
  • Secured associated Reserved Matters Approvals for 2m sq. ft. floorspace, including major retail, leisure and 1,105 residential units (309 affordable/660 student units) on six Stage One plots.
  • Appeared at Brent Core Strategy EiP and secured eastward extension of town centre, plus additional retail quantum of 300,000 sq. ft. up to 2016.
  • Negotiated CPO partnership agreement with London Development Agency to underwrite associated land acquisition and worked in partnership with LDA to progress negotiations with third parties.

Gaydon Lighthorne Heath

Gaydon Lighthorne Heath

Nigel worked as a consultant with IM for three years and managed delivery of planning permission for a strategic development of around 1,000 dwellings forming part of the Gaydon Lighthorne Heath, new settlement in Stratford-on-Avon district. There were various key milestones:

  • He appeared at the Submission Core Strategy EiP protecting the landowner’s position, particularly in the face of opposition from rival allocations;
  • Developed enduring relationships with relevant local authority members, both ward councillors and portfolio holders, and key council officers.
  • Managed submission of the planning application, and a subsequent variation, achieving resolution to grant in October 2016;
  • Led subsequent negotiations with SDC and WCC over both planning conditions and s.106 obligations, to achieve a more acceptable commercial position on various planning conditions and obligations;
  • Working closely with adjacent landowners, secured permission for a major traffic calming project, ensuring better connectivity within the new settlement.

Thames Water Property

St James Homes (Berkeley Group)

Working closely with Thames Water’s JV partner St James Homes, Nigel prepared strategies and opportunities for redundant landholdings, many in high-profile locations. He managed internal and external teams, and the interface with local stakeholders, ultimately securing planning permission and allocations for new residential development.

The Hamptons, Worcester Park
 

Working closely with the local authority to secure a local plan allocation for removal of the site from Metropolitan Open Land ensuring public access to this 25-hectare site and its ultimate development for 645 dwellings in a distinctive New England style.

New River Village, Hornsey, London

The development of redundant areas of a water treatment works and a council depot to provide 440 dwellings, supermarket and refurbished former pumping station. As well as securing planning permission, Nigel also helped negotiate a development agreement involving the local authority as adjacent landowner.
