Redevelopment of Covent Garden Multi Storey Car Park and Warwick District Council Offices (Riverside), Leamington Spa

In a previous role at Peter Brett Associates Arron led a multidisciplinary team on behalf of PSP and Warwick District Council.

Full planning permission was secured for the council’s new offices, a new 650-space multi-storey car park and housing at Covent Garden, as well as outline permission for 170-new apartments at Riverside, Milverton Hill. The applications were linked to ensure the cumulative impacts/benefits and viability matters could be fully accounted for.

Both schemes came under significant political/public scrutiny because the council was both the applicant and local planning authority. Key issues included environmental, technical and economic impact as well as financial viability.

Lengthy pre-app discussions were undertaken, and the applications also underwent a thorough legal audit before submission. They were both referred to the Secretary of State but was not called in leaving the local planning authority to make the decision.

Provision of a Recycling Transfer Station and Offices at Redbridge Park and Ride

Whilst at Peter Brett Associates, Arron led a multidisciplinary team on behalf of Oxford Direct Services/Oxford City Council in securing planning permission for a Recycling Transfer Station at Redbridge Park and Ride Site.

This proposal formed part of a wider consolidation project for Oxford City Council which involved the redevelopment of surplus sites across the city for housing as well as other uses.

The proposal raised significant environmental and technical issues, particularly in relation to design, heritage impact, transport, noise, fire risk and odour issues as well as building on a former landfill site (including piling and contamination risks).

Permission was granted 2018.

Provision of Extended/Replacement Holiday Parks, Cornwall

Acting for a leisure-based client in the South West (Valley Resorts) Arron has secured numerous permissions for the redevelopment of existing holiday parks which have come to the end of their economic lives.

Recent projects have included the provision of new and replacement eco lodges as well as new facility buildings (comprising spas, swimming pools and gyms). In all cases the key aim is to ensure sites become year-round resorts to improve profitability and long-term viability.

Most projects have been located within or near to sensitive areas including the North Cornwall Heritage Coast (a World Heritage Site), Special Areas of Conservation (SACs) and AONB. In most cases it has been necessary to carefully balance the economic benefits including job creation and tourism spend, against environmental and technical impacts.

In each case Arron has led multidisciplinary teams as well as undertaken stakeholder engagement, and in all cases it has been necessary to promote high quality sustainable development and ensure bio diversity net gains.

Recent work has also included the appraisal of new sites as part of the client’s acquisition programme including various sites search studies.

Residential development at Crowmarsh Gifford, Oxfordshire

Acting for Avant Homes Arron secured a resolution to grant and allocation for 100-new homes within a Neighbourhood Plan, as well as land for the expansion of a primary school, a new pedestrian crossing across a busy A-road and provision of 40% affordable housing. The site comprises part brownfield and green field land within the grounds of a listed manor house.

Leading a multidisciplinary project team, this scheme required a layout and design that was landscape led. Given the location within the Chilterns AONB it was necessary to demonstrate the scheme’s public benefits in order to satisfy the requirements of the AONB board and the Council and its legal team.

The promotion of the site through the development plan and via the submission of a planning application required extensive consultee and stakeholder engagement including numerous planning exhibitions. Through sensitive engagement and lobbying, the site was consistently voted as the preferred site for development by residents.

Key environmental and technical issues at the site included: transport, ecology, trees, heritage, noise, drainage and landscape impact. It was also necessary to demonstrate sustainability though a construction statement and provision of biodiversity net gain.
